Specialist Policing Consultancy leads international counter-trafficking efforts, partnering with organisations to deliver expert training and capacity building projects for law enforcement, judiciary and civil society worldwide.


Organization for Cooperation and Security in Europe (OSCE)

The Directors of SPC Bernie Gravett and Colin Carswell MA are proud to be on the OSCE Experts Roster and to be long-term partners in delivering international counter-trafficking training and capacity building.

The Organization for Security and Co-operation in Europe is the largest intergovernmental security organisation, focusing on arms control, human rights promotion, media freedom, and fair elections.

Since 2014, SPC has worked closely with the OSCE, delivering essential training to law enforcement, border guards, and other officials across multiple regions.

Our work includes key projects such as capacity building for the national police in Albania and training prosecutors in Uzbekistan.

Council of Europe (CoE)

SPC has formed strategic partnerships with the Council of Europe on various initiatives to combat human trafficking and protect vulnerable individuals.

One of our key ongoing projects involves supporting the Government of Malta in developing its Strategy and National Action Plan to address human trafficking, which we have been asked to contribute towards until its completion in 2030.

In addition, SPC is leading an upcoming human trafficking simulation in North Macedonia, organised by the CoE.

Both directors of SPC are recognised Council of Europe Law Enforcement experts on human trafficking. In this capacity, and in support of our ongoing work in Ukraine, we were proud to present at the CoE Consultation Group on Children of Ukraine in Strasbourg in July 2024. The Group’s report was published in October 2024 and is available here.

Caritas Ukraine

SPC and Counter Trafficking Network have been operating in Ukraine since the full-scale invasion and have partnered with Caritas Ukraine to deliver in-country training and capacity building projects.

Russia’s invasion of Ukraine has left hundreds of thousands of people highly vulnerable to human trafficking and placed extraordinary strain on the country’s ability to identify and protect victims.

Russian forces have also been involved in removing Ukrainian children from occupied areas.

SPC’s directors have travelled to Ukraine on multiple occasions to coordinate our efforts with Caritas Ukraine and other partner agencies and to better understand the situation in the country.

We have already delivered training courses to Ukrainian law enforcement, NGOs and civil society groups in the country, and were proud to be able to provide some of our training pro bono whilst we sought funding for additional projects.

We hope to be able to deliver much more with our Ukrainian partners, now and well into the future.


International Organization for Migration (IOM)

Specialist Policing Consultancy is proud to have collaborated with the International Organization for Migration (IOM) to provide counter-trafficking training worldwide.

Recent projects include delivering our ‘Forensic Interview Course’ in Serbia and training government officials in Georgia on victim-centered human trafficking investigations.


United Nations Office on Drugs and Crime (UNODC)

Through its partnership with the UNODC, SPC has delivered a wide range of counter-trafficking and law enforcement training programs internationally. This includes the development of specialised training for law enforcement in Kazakhstan.

SPC’s directors have also spoken at major global events, such as the 2024 UNODC conference in Vienna, reinforcing our commitment to international counter-trafficking efforts.


Interpol

Directors Colin Carswell and Bernie Gravett are very pleased to have been asked to present at the 12th Interpol Global Conference on Human Trafficking and Migrant Smuggling for expert groups.

This opportunity is particularly meaningful to the Directors as they both spoke at the very first such conference in Damascus in 2010.
